There are definitely core skills that are needed for pupils to be independent learners but are there ways that inquiry learning can happen for younger pupils, or for pupils with less developed skills? Perhaps with those kids more teacher direction and resource provision is needed in a more guided approach. Research tells us then when kids themselves see an immediate need for a skill acquirement that the learning of that skill is faster, more focused and more likely to be deeper ingrained. Perhaps we should be looking at setting up challenges\/questions for kids where we know they will be presented with challenges to their knowledge and skills so they encounter difficulties with a higher motivation to overcome them.
